Down the ballot, the Brooklyn city councilman Jumaane Williams is challenging Cuomo's lieutenant governor, Kathy Hochul.

Nixon has hammered Cuomo for failing to address New York City's beleaguered subways and for not following through on pledges to address corruption.

The mailer said Nixon opposes funding for Jewish schools, supports "racist, xenophobic" calls to boycott Israel over its treatment of Palestinians, and that she has been "silent on the rise of anti-Semitism". "Nothing could be further from the truth", said Nixon.

"To break through, that requires a lot of money and organization", Michael Miller, professor of political science at Barnard College. Nevertheless, a former state Democratic Party chair said based on her experience there was "no way" the mailer was sent out without the "explicit consent" of Cuomo or his senior staff.

Likely to work in Cuomo's favor is that NY allows only registered Democrats to vote in the primary.

A campaign spokesperson said that Schwartz was reviewing campaign literature and did not flip the mailer over to see the "negative side" of it, only the other side promoting Cuomo as a friend of the Jewish community.

The stakes are high for Mr. Cuomo even if he wins, according to Jeanne Zaino, professor of political science at Iona College in NY.

But Nixon has tried to draw attention to a series of gaffes from the Cuomo campaign in recent weeks, such as when the governor said that "America was never that great" during an August rally and then quickly backtracked.

Cuomo has also battled with the state teacher's union after pushing for an evaluation system that was linked to student test scores during his first term. Bernie Sanders and the editorial board of the New York Times, which said she is well prepared to serve as a firewall against the Trump administration and keep tabs on "a state government in which ethics can seem a mere inconvenience".

Another closely watched race is the four-way Democratic contest for attorney general.

"Do gay people turn out to elect the first gay attorney general, or do African Americans turn out to elect the first African American woman attorney general, or do they turnout for Zephyr Teachout?" Leecia Eve, a former Cuomo aide, was in fourth.

The victor of the primary will face Republican Dutchess County Executive Marc Molinaro, Green Party candidate Howie Hawkins and former Syracuse Mayor Stephanie Miner, an independent, in the November general election.

Republicans already nominated Marcus Molinaro as their candidate for governor.
