That said, much of the long-term forecast for Isaac was uncertain, the National Hurricane Center said Tuesday.

North Carolina State University canceled classes beginning Sept. 12 at 5 p.m. until the evening of Sunday, Sept. 16, although dining and residence halls will remain open.

The governors of Virginia, Maryland, and North and SC have declared states of emergency ahead of the storm.

"Everyone in North Carolina needs to keep a close eye on Florence and take steps now to get ready for impacts later this week", Cooper said. "The threat will be inland, so I'm afraid, based on my experience at FEMA, that the public is probably not as prepared as everybody would like", said Craig Fugate, former director of the Federal Emergency Management Agency.

Emiratis in Virginia, North and SC areas have been warned that Hurricane Florence may become a category 4 storm. It's intensity is expected to fluctuate some over the next couple of days.

South Carolina's governor ordered the state's entire coastline to be evacuated starting at noon Tuesday and predicted that one million people would flee. He warned people living inland of flooding and power cuts.

The hurricane, which strengthened to a Category 4 on Monday, is expected to intensify as it approaches the Carolinas, said John Quagliariello with the National Weather Service. "Don't wait", said Greg Postel, a hurricane expert at the Weather Channel. "With time, the wind pushes the water into every nook and cranny you can think of", Graham said.

A hurricane hunter plane found Florence strengthening quickly, reaching top winds of 85 miles per hour (140 kph) Sunday evening after crossing the 74 miles per hour threshold from tropical storm to a hurricane earlier in the day. The NHC expects the hurricane's winds to strengthen to 130 miles per hour as it moves east by Tuesday, drawing energy from the warm water.

As of Monday evening, Hurricane Florence was moving west-northwest at 13 miles per hour. It comes after he approved a similar declaration for North and SC, which are now in the bull's-eye of the powerful Category 4 storm. Hurricane-force winds extend outward up to 10 miles (20 km) from the center and tropical-storm-force winds extend outward up to 45 miles (75 km). Helene will slowly weaken and could impact the Azores as a tropical storm late this weekend.
