North Korean leader Kim Jong-un also vowed during the June 12 summit with US President Donald Trump in Singapore to work toward denuclearization, but there has not been a concrete agreement to accomplish that goal. It has in the past two years quickly advanced its nuclear programme. Service members from countries including Australia, Belgium, France and the Philippines also have not been recovered from North Korea.

The Trump administration downplayed reports Tuesday that North Korea is engaged in a flurry of new intercontinental ballistic missile activity, asserting the activity has not undermined President Trump's high-stakes diplomatic outreach to Pyongyang.

Around 500 officials from the United Nations Command (UNC), the United States and South Korea attended a formal repatriation ceremony at the airbase Wednesday.

Kim Jong-un and Moon Jae-in signed the Panmunjom Declaration in April, which saw them agreeing to work together to begin a process of reconciliation and put an end to decades of conflict on the Korean Peninsula. "North Korea is not negotiating to give up their nuclear weapons", Lewis said.
