They quit amid divisions in the government over Brexit.

Johnson's departure came a day after David Davis, the British minister in charge of Brexit negotiations, also stepped down in protest of May's new Brexit strategy that pointed to a more "business-friendly" deal with the EU.

"This is a time when the world is looking at us as a country, wondering what type of country we are going to be in a post-Brexit world".

"Top-level cabinet resignations usually spell trouble for a government and Boris Johnson's might well have led to a leadership challenge, but May appears to have emerged unscathed from a meeting of her party, for now", said Al Jazeera's Jonah Hill, reporting from London.

"My concern is about the policy rather than the individual", he said.

"I never thought I would say that again, but the government's sell-out leaves me with no choice".

May named one of her most loyal ministers, Jeremy Hunt, to replace Johnson in the job of Britain's top diplomat.

The three resignations provided the backdrop to May giving a statement to MPs about her Brexit plan - agreed by her Cabinet at a crunch summit in the country retreat of Chequers on Friday.

That's what Boris Johnson wrote yesterday in his resignation letter.

"I'd be interested to see the actual white paper because there may be some nuances in it which may make people feel a bit happier", she told Sky News. A third member of the government, Steve Baker, a junior minister in Davis' Department for Exiting the European Union, also resigned. He said: "From what she has said Brexit does not mean Brexit and what we will end up with is the very worst of both worlds - still in the European Union but with no vote".

Shrewsbury and Atcham MP Daniel Kawczynski, who is considered one of the Conservative Party's most ardent Brexit supporters, said he had sympathy with the Prime Minister over the difficulties she faces in uniting different views.

High-profile resignations can unleash leadership challenges in the United Kingdom, and Davis's prompted pro-Brexit lawmakers to demand May rip up her proposals - though they didn't call for her to go.

"This mess is all of the Prime Ministers own making", opposition Labour Party leader Jeremy Corbyn told lawmakers.

"Politicians come and go but the problems they have created for people remain", said Mr Tusk.
