That's because the four bullet points signed off on by Trump and Kim contained no benchmarks or timelines for North Korea's nuclear program - and certainly not an ironclad commitment to "total denuclearization", which Trump had said was his only goal - merely Kim's intent to progress toward denuclearization, with details to come.

The trip to Pyongyang will be Pompeo's second as top USA diplomat and the first by a senior US official since Trump's historic meeting with Kim Jong Un in Singapore last month.

The Post said the evidence of North Korean cheating had emerged since the June 12 summit, where Kim and Trump signed a pledge "to work towards complete denuclearization of the Korean Peninsula".

"It would be physically possible to dismantle the bulk of North Korea's programs within a year", said Thomas Countryman, the State Department's top arms control officer under President Barack Obama.

"To continue the ongoing and important work of denuclearization on the Korean Peninsula, Secretary Pompeo will be leaving for North Korea on July 5 to meet with the North Korean leader and his team", White House Press Secretary Sarah Sanders said.

She noted that Trump hasn't said a word about what has been observed from North Korea, much less saying the country should be a stop to the nuclear activity.

According to the State Department, senior USA diplomat Sung Kim, who held negotiations with North Korean officials before the Singapore summit, also travelled to a Korean border village on Sunday to restart talks with the North.

According to reports in South Korea, Sung Kim met with North Korea's Vice Foreign Minister Choi Sun Hee at Panmunjom for an hour and a half Sunday.

But reports that North Korea intends to secretly maintain some of its nuclear stockpile and production facilities raised questions Sunday.

Bolton said on CBS' "Face the Nation" that top US diplomat Mike Pompeo will be discussing that plan with North Korea in the near future. "Then the elimination of sanctions, aid by South Korea and Japan and others can all begin to flower", Bolton said.

This marked the second day in a row that the North Korean media has reported on Kim's on-site inspections.

Bolton told CBS News that if Pyongyang has already made the "strategic decision" to end its weapons development program and "they're cooperative, we can move very quickly". The reports, citing an unidentified diplomatic source, said that Andrew Kim, head of the CIA's Korea Mission Center, delivered a letter from Pompeo to Kim Yong Chol, North Korea's main envoy in talks.

However, as NPR's Elise Hu reported at the time, "longtime watchers of North Korea's nuclear program say the closing of the site will have little impact on the nation's capabilities". China uses Dandong as a base for trading with North Korea. "I really believe he means it", Trump told Fox News.

Still, there are gestures both sides could make to build trust along the lines of the United States president's unilateral decision to suspend joint military exercises with South Korea planned for August.

"It is perfectly rational for North Korea to shift the emphasis to developing solid fuel missiles now that it already has a suite of liquid fuel missiles to deter an attack", he said.

Patrick Cronin, senior director of the Asia-Pacific Security Program at the Center for a New American Security, said US and South Korea officials had told him Pompeo would be seeking to agree to "a specific denuclearization road map, or at least significant dismantlement steps that could fill in a roadmap". Even so, the president quickly hailed the meeting as a major breakthrough, going so far as to tweet that North Korea "is no longer a Nuclear Threat".
