Zero-Tolerance at the Border Loses its Teeth as GOP Struggles to Reform Immigration Policy

The GOP immigration bill that failed Wednesday (June 27) in the U.S. House won support from two of Louisiana's six representatives: Republicans Steve Scalise of Old Jefferson and Clay Higgins of Port Barre. But in a Wednesday-morning tweet, he backed the bill.

The proposed legislation would have created a guest worker program for the agriculture sector and would have required employers to use E-Verify to confirm the immigration status of employees.

"There are going to be people that were already deported because the timing didn't add up", Rubio said.

The bill, consideration of which was postponed twice, received only 121 votes for and 301 votes against, according to Interfax-Ukraine. A more moderate Republican bill did better, but was still unable to clear the GOP chamber with a losing vote of 231-193. Republicans remain genuinely divided on the issue but it remains unclear just what Democrats agree on except opening up our borders.

Wednesday's vote caps months of futile GOP efforts to pass wide-ranging legislation on an issue that could color scores of congressional races in this fall's contest for House and perhaps Senate control. It may have done a little good by providing another route to citizenship for children brought into the USA by illegal immigrants, but that would have been undone by the removal of time limits for the detention of accompanied children.

Late on Tuesday, U.S. District Judge Dana Sabraw in San Diego blocked the administration from separating families at the border, and ordered that those who were separated be reunited within 30 days, a decision the American Civil Liberties Union hailed as a "complete victory".

But that seemed unlikely. His comments after the vote echoed a tweet from him last week, which was widely interpreted as a signal that Republicans shouldn't vote for it either.

There will likely be one more attempt to pass legislation to keep migrant families together at the southern border, though the summer recess is fast approaching. "I don't understand where the administration is right now on this issue", Rep. Mike Coffman (R-Co.) said last week.

The bill also canceled the yearly visa lottery that doles out 55,000 immigration passes, imposed limits on which family members could be sponsored for future immigration, changed rules to allow for faster deportations of illegal immigrants nabbed at the borders, and offered more than $23 billion in funding for the president's border wall.

The children separated from their parents in recent weeks are now scattered across the country, some in foster homes and others in institutions.

Andrew Roberts, the campaign manager of Love's Democratic opponent in November, Salt Lake County Mayor Ben McAdams, said the congresswoman failed to deliver.

The president's message is a sharp turn from last week when he blamed Democrats for obstructing potential immigration reform and said that Republicans "should stop wasting their time on Immigration" until after the midterms.

Earlier Wednesday, the president called for Republicans to pass the "strong but fair immigration bill", saying that "passage will show that we want strong borders & security while the Dems want open borders".
