As the United States has veto power as a permanent member of the Security Council, the draft failed to be adopted.

Kuwait presented the draft two weeks ago, initially calling for an worldwide protection mission for Palestinians, as Israeli forces killed dozens of peaceful protesters in Gaza.

China, France and Russian Federation were among the countries that voted in favor of the draft put forward by Kuwait on behalf of Arab countries. It asks UN Secretary-General Antonio Guterres for a written report within 60 days ways to ensure "the safety, protection and well-being of the Palestinian civilian population under Israeli occupation", including recommendations about "an worldwide protection mechanism".

"It is not surprising that the USA administration vetoed the resolution for the protection of the Palestinian people", Kalin said on Twitter.

It was the second time that Haley has blocked a United Nations measure on the Israeli-Palestinian conflict. If put to a vote, the US-proposed text was not expected to garner enough support for adoption.

The UN envoy for the Middle East, Nickolay Mladenov, this week warned the security council that Gaza was on the brink of war following a serious escalation between Israel and Palestinian fighters in the Hamas-ruled enclave.

The proposed resolution "is morally bankrupt and would only serve to undermine ongoing efforts toward peace between the Israelis and Palestinians", Haley said in a statement on Thursday.

"It is outrageous for the Security Council to fail to condemn Hamas rocket attacks against Israeli civilians while the Human Rights Council approves sending a team to investigate Israeli actions taken in self defense", said Haley.

It was the worst flare-up since the 2014 war in Gaza.

The US was the only council member to vote against the proposal.

After consultations with Europeans, the draft was amended and in its final version urged "the consideration of measures to guarantee the safety and protection of the Palestinian civilian population in the Occupied Palestinian Territory, including in the Gaza Strip".

Only the United States voted in favour of the second draft resolution, while there were three negative votes and 11 abstentions.

More than 120 Palestinians have been killed by Israeli forces along the fence that divides Israel from Gaza since the protests erupted in March.

Under the Trump administration, the United States has become increasingly isolated on the Israeli-Palestinian conflict at the United Nations.
