Victim's Body Found After Maryland Flash Flooding

At that point, he had not been seen since about 5:20 p.m. Sunday in Ellicott City, when flooding from a massive rainstorm ripped down Main Street.

Ellicott City certainly got the worst of it. Its damage left those who had rebuilt less than two years later weighing whether they should do so again. Rescuers are searching for Eddison Alexander Hermond, 39, a Guardsman and Air Force veteran from Severn. Friends said Hermond was trying to help a woman rescue her cat behind the La Palapa restaurant when he was overcome by the brown rushing water.

The woman who was trapped, Kate Bowman, said Hermond stepped over a ledge and was "immediately washed away". He was assigned to Camp Fretterd Military Reservation in Reistertown, Maryland, but was not on active duty at the time of the accident.

At a news conference Sunday night, Kittleman and Gov. Larry Hogan vowed to help people faced again with rebuilding their lives.

"A lot of the businesses, the first floors are gone, like they were two years ago", he said.

Still, the one man remains missing, and this Maryland town is heartbroken. Hoppa's Facebook post was updated after learning about Hermond's body being recovered, saying that she was waiting for confirmation on his death from official sources after Hermond's family and next-of-kin had been notified. That was at the height of the flash flooding, which sent stormwaters cascading down Main Street.

The main ruptured about 2 miles from downtown Ellicott City.

They face another mammoth cleanup and another daunting comeback.

The historic area was hit with similar heavy flooding in the summer of 2016.

"Are we gonna die ma'am?" another caller asked.

A road also collapsed under the weight of the water.

The community of Ellicott City, Maryland experienced devastating floods this weekend. His body was found in the river "just across the Baltimore County line", police said. He did not identify him further. Lopez told ABC News that he and Hermond made a decision to wait out the storm and began to help employees sandbag the restaurant's back door as floodwaters rose.

Authorities on Tuesday are advising residents to stay away from the affected area well above downtown Ellicott City as a "precautionary health alert".

As the floodwaters receded late Sunday, officials were only beginning the grim task of assessing the destruction. No fatalities were reported. But rescue crews were still going through the muddied, damaged downtown conducting safety checks.
