Trump's on again, off again strategy on China may backfire

Ivanka Trump and her husband Jared Kushner dine with Chinese officials

The United States "will implement specific investment restrictions and enhanced export controls for Chinese persons and entities related to the acquisition of industrially significant technology", the press service said.

The White House statement also said the USA plans to continue litigation at the World Trade Organization for China's intellectual-property practices.

On May 20, US Treasury Secretary Steven Mnuchin said that the United States and China had both put tariffs on hold and agreed to a framework for a trade deal.

But Beijing did not agree to any specific dollar amounts, despite the Trump administration's push to lower the US trade deficit by at least $200 billion.

By June 15, Washington will release a list of some $50 billion worth of Chinese goods that will be subject to a 25 percent tariff, the White House said in a statement.

China later retaliated by levying tariffs against USA exports.

US Commerce Secretary Wilbur Ross, arrives in Beijing on June 2 for further trade talks, and the latest statement is seen as a pressure tactic.

Trump has bemoaned the massive U.S. trade deficit with China as evidence that Beijing has been complicit in abusive trading practices.

The changes are part of the National Security Strategy that attempts to prevent USA intellectual property from being transferred to competitors, the official said, without offering more specifics. However, the US has yet to publish a list of target products for the $100 billion, and the White House statement makes no reference to the second potential tranche of duties. The order followed a report from the U.S. Trade Representative's office regarding Chinese trade practices and stealing of U.S. intellectual property. US officials have long accused China of stealing American intellectual property.

No mention was made after the last round of talks about intellectual property protection or Washington's initial demand in March that Beijing curb its Made in China 2025 industrial policy that promotes the development of world-beating Chinese brands in high-tech manufacturing.

The ban was meant to be punishment for what U.S. officials said were false statements by ZTE over actions it claimed to have taken regarding the illegal sale of goods to Iran and North Korea.

Trump has faced a backlash among lawmakers this month after announcing he would soften U.S. sanctions on the Chinese telecoms equipment maker ZTE, which neared collapse due to an April ban on purchasing crucial United States components.

The National Retail Federation on Tuesday said it was "disappointed" with the new White House communications, saying the tariffs would raise prices, kill jobs and spur costly retaliation.

The deal to reduce China's trade surplus with the USA was separate from the US probe into China's alleged theft of intellectual property.
