Russia's media regulator Roskomnadzor has blocked more than 18 million Internet Protocol (IP) addresses in an effort to squeeze Telegram out of Russian Federation, the Bell news website reported late Tuesday.

"If you have a government agency being so brutal attacking Telegram, taking down millions of IP addresses, after that you can do what you want", said Andrei Soldatov, one of the authors of "The Red Web", a history of the Russian internet. They've been trying to ban a popular encrypted messaging app known as "Telegram". The company argues that Russia's FSB intelligence service is violating consumer rights.

Russia's communications watchdog says it is blocking access to some servers owned by tech giants Google and Amazon in order to comply with a court order to block a popular messaging app.

He later added that fewer than 7% of Telegram's users are in Russian Federation but that it was "personally" important for him to help them.

Roskomnadzor started implementing the court's decision on Monday by ordering internet service providers to block Telegram.

Any moves by Google or Amazon to halt Telegram's access to their platforms or to remove its app from their stores would mean "they are witting collaborators in a censorship campaign, not victims of it", Snowden said.

Roskomnadzor might block Facebook, if the social network does not comply with the requirements of the Russian law.

This IBT reporter independently verified that Telegram was accessible in Russian Federation on Monday and Tuesday, with people using VPN in case the service did not work for them the usual way.

The Russian technology site Akket.com reports that the messenger has begun using a feature allowing it to switch IP addresses to route traffic through other companies' servers, including Apple, Google and Microsoft.

The online games Guild Wars and World of Warships both said their users were having trouble logging on as a result of Roskomnadzor's blocking of IP addresses.
