In nine states, including MA and New Jersey, test scores increased. Thirty-six percent of eighth-graders were considered proficient in reading, and 34 percent in math.

"Digitally based assessments are slightly more hard", she said during a phone interview with reporters on Monday. The percent of students at or above the proficiency level in math falls below the national average in both fourth and eighth grade.

Despite the lack of growth, Wisconsin students fared better than the nation's average, as they did in years past. "Our administration is committed to delivering a quality education to every student in every ZIP code, and we will continue to strive for excellence to make our state the best place to learn and grow".

In fourth-grade reading, the national average score was 222 on a scale of zero to 500. The average score MI students earned on that test was higher as recently as 2011.

- Nevada's NAEP results came from a sampling of 128 elementary and 93 middle schools.

Michigan's performance in the 1990s and early 2000s often ranked above the national average, but the state now lags behind it.

Fourth grade math: OH had 41 percent of students score as proficient, a hair over the 40 percent national average. Other large public school districts reporting results include Chicago, New York City, and 24 others across the country.

OH experienced a slight bump in 8 grade reading results, similar to the national growth.

In Detroit, the 5-point drop that fourth-graders posted in math on the 2017 exam was identified as a statistically significant decline by the exam's creators.

Not all MPS students or Wisconsin students take the exam. With these results in mind, the institute suggested that prior in-school computer experience in the form of computer-based state testing and in-school practice is important for younger students.

The exams were given to about 2,300 fourth graders and 2,200 eighth graders in Hawaii, a representative sample of the public school population. Pointing out that math scores were also lower on the state's own tests, he added, "Math continues to be a challenge for us, as a state".

Over the long term New Hampshire's scores are up, particularly in math. Eighth-graders in charter schools showed a slight dip in reading. A percentage of 26 percent of the state's 4th graders were considered proficient at reading, 9 percentage points lower than the nation as a whole. The change was not statistically significant.

The results show that racial disparities persist.

James Peyser, state education secretary, said the achievement gaps show that MA needs to "redouble our efforts on educational policy and education reform" and sees promise in some recent initiatives, such as bolstering the quality of early education and developing a new system to hold schools accountable for student performance. Nationally, there is a 25-point gap between black and white fourth grade math test-takers. Hispanic students were out-performed by their white peers at both grade levels. Almost 30 years later, a 25-point gap between the same group of students exists today.

- NAEP shifted this year from paper tests to tests entirely on tablet computers - a change that typically brings a drop in scores as students struggle with technology even when they know the tested material. Sixty-five percent of white Virginia fourth graders earned proficient or advanced scores, compared with 24 percent of blacks and 31 percent of Hispanics. In reading, the same group has seen a 5-point increase since 1992.
