He was the governor of Kemerovo region for 20 years.

AmanTuleyev, the longtime governor of Russia's Kemerovo region where a huge mall fire killed at least 64 people including 41 children last weekend, resigned on Sunday.

Aman Tuleyev, 73, said in a video posted on the regional administration's website that stepping down was the only course of action possible. His current mandate was due to expire in 2020. "I believe it's the right, sensible, the only correct decision, because it's impossible, morally impossible to hold a governor's post with such a heavy burden", he said in a video address. "I have met the families of the deceased, I have tried to settle the matter of aid".

Last Sunday's fire, one of the deadliest in Russian Federation since the break-up of the Soviet Union, swept through a cinema complex and children's play area on the upper floors of the Winter Cherry shopping centre in the regional capital. I once again express my deep condolences. "We have to live to remember those, whom we have lost", Tuleyev said. But we have to live, we have to move on.

Sergei Tsivilyov, who has been Tuleyev's deputy since March, has been appointed acting governor, the Kremlin said.

On Thursday, Russian media outlets reported that the Russian authorities have decided not to carry out demonstrative dismissal of Aman Tuleyev right after the deadly incident in the shopping mall, saying that governor might leave his office later. People rallied in the hundreds to demand justice for the victims and their family, calling for the resignations of regional authorities and the prosecution of those found responsible. Earlier, Georgiy Sobolyev, the technical director of the mall, Nadiya Suddenok, the head of the mall, Oleksandr Nikitin, the head and the employee in the company which served the fire alarm system in the mall, and the security guard of the mall, who did not turn on the fire alarm were arrested.

President Vladimir Putin - who visited Kemerovo in the wake of the fire - blamed "criminal negligence" for the blaze.

The owner of the shopping mall and the regional chief building inspector have been detained and could face years in prison, investigators said on Friday.
