While crossing the street on Sunday night (March 18), a 49-year-old woman in Tempe, Arizona was struck and killed by a self-driving vehicle operated by Uber.

Greenwich is expected to allow Ford and Jaguar Land Rover autonomous cars on its streets in the next phase of testing.

The ride services company said it was suspending North American tests of its self-driving vehicles, which are now going on in Arizona, Pittsburgh and Toronto.

The Uber had a forward-facing video recorder, which showed the woman was walking a bike at about 10pm and moved into traffic from a dark centre median.

"Engineers will need to create an environment where connected autonomous vehicles can operate safely with or without an operator during the transition period to a fully autonomous vehicle system. We have complied with the City of Boston's request to temporarily halt autonomous vehicle testing on public roads", a NuTonomy spokeswoman said in an emailed statement.

Early on in the investigation, the Tempe Police Department is reporting that it does not appear Uber was at fault when one of its self-driving vehicles hit and killed a pedestrian.

"What this incident indicates is that the state of autonomous driving (and especially Uber) is very far from where it needs to be to become market-ready", Richard Windsor, technology analyst for London-based Edison Investment Research, said in a blog post on Tuesday.

Police later said in a statement that the department would defer to county prosecutors on whether to bring charges, but didn't dispute any of the information released by Moir.

Uber, along with other technology companies and automakers, has been testing in Arizona, which regulates self-driving vehicles with a lighter touch than neighboring states, such as California. The Arizona crash may affect the way regulators approach deployment, though. Previously, Uber's autonomous vehicles hav been in accidents, but the company was never held liable. The company has been the subject of a number of complaints about its autonomous vehicles, but the company has said the cars were being driven by a human driver at the time of the incidents.

A spokesman for Intel, which is also testing the technology in the state, said that it has "no comment on this issue at the moment".

Concerns over the safety of autonomous vehicles flared after a July 2016 fatality involving a Tesla Inc automobile with a partially autonomous system that required human supervision.
