Just days before a crucial special election for a U.S. House seat in Pennsylvania, Republican Rick Saccone held court for about 20 volunteers at a get-out-the-vote rally.

"Unofficial counts like these tend to hold up but it's when the election boards sit down and calmly go machine by machine to calmly check their arithmetic" that the race will actually be certified, Bonin said.

Almost three hours after polls closed and with 99 percent of precincts reporting, unofficial results had Lamb leading Saccone by fewer than 100 votes.

The strangest part of this whole election, with all of its money and attention, is the fact that the district Saccone and Lamb are competing to represent likely won't exist come November 2018 due to a Pennsylvania Supreme Court ruling on district lines. Lamb, a Marine veteran and former federal prosecutor, has outraised Saccone by more than 3-to-1, blanketed television and crisscrossed the district more aggressively than the GOP nominee.

The Associated Press said it was not declaring a victor on Tuesday because the race is too close to call.

"I saw a small improvement, I think I got like $90 more in my pay", Mary Ann Cupples Wisniowski, chair of the Collier Democratic Committee in Pennsylvania, told Business Insider ahead of a rally for Lamb.

The seat has been in Republican hands for the last 15 years.

Democrats and their media sock puppets are saying Pennsylvania-18 will be the real bellwether for this fall, that five prior special elections for Republican House seats that the Democrats were supposed to flip - but didn't - were not. "The Democrats ... they're throwing everything they can at this race", he said.

Saccone, a 60-year-old Air Force veteran turned state lawmaker and college instructor, enjoyed enthusiastic backing from the social conservatives who've anchored his state career. "I'll work with anyone from either party who wants to help people with pre-existing conditions, improve the quality of care, and reduce premiums, out-of-pocket costs, and prescription drug prices", he says on his campaign website. He also says he opposes major new gun restrictions - though he backs expanded background checks - and declared himself personally opposed to abortion, despite his support for its legality. "It's not the "crumbs" that Nancy Pelosi and her crew on the left say", Saccone said in a debate.

That is close to Clinton's description during the campaign of Trump voters as "a basket of deplorables", a remark she later regretted as a political strategy error, not as a statement offensive to people who voted for Trump. His campaign has been endorsed by the Pennsylvania AFL-CIO, the mine workers' union, and the steel workers. "He needs a good wingman".
