South, North Koreas hold talks on North's participation in Paralympics

North Korea's delegation to the closing ceremony of the Winter Olympics left South Korea on Tuesday after a visit in which the former general suspected of masterminding deadly 2010 military attacks told Seoul officials the North is willing to talk with Washington.

The White House says it will wait and see whether a new overture by North Korea for talks with the United States means it is serious about disarming.

North Korea denounced the sanctions in a statement carried on its state media and said a blockade by the United States would be considered an act of war. But Koh Yu-hwan, a professor of North Korean studies at Dongguk University in Seoul, said that North Korea's primary strategy was not to avoid sanctions but to get the United States to accept it as a nuclear weapons state in return for a freeze on its nuclear program.

"As President Trump has said, there is a brighter path available for North Korea if it chooses denuclearization".

"In the meantime, the United States and the world must continue to make clear that North Korea's nuclear and missile programs are a dead end", it said.

Kim Yong-chol, Vice Chairman of the Central Committee of the North Korea's ruling Workers' Party, arrived in the South at around 9:50 a.m., leading a high-level delegation to attend the closing ceremony of the Pyeongchang Winter Olympic Games.

The North sent Kim Yo Jong, the younger sister of North Korean leader Kim Jong Un, to the opening ceremony.

The U.S. president, in announcing the new sanctions on Friday, warned of a "phase two" that could be "very, very unfortunate for the world" if the sanctions did not work.

The North Korean delegation met with Moon's national security chief on Monday.

"We want to talk only under the right conditions", Trump said at a White House meeting with the nation's governors on Monday.

It's possible the U.S. and North Korea delegations could come into close contact in the VIP Box in the PyeongChang Olympic Stadium during the final theatrics of a Winter Olympics that is winding down after 16 days.

Later on Sunday the White House said in a statement that "denuclearization must be the result of any dialogue with North Korea".

His visit sparked outraged protests among some South Koreans.

During the meeting, Kim reiterated that the "doors are open for dialogue with the US", according to Moon's office. Hong Joon-pyo, the leader of the conservative opposition Liberty Korea Party, said during the protest.

Kim now is in charge of inter-Korean affairs, according to officials here. -North Korea talks, and Liu responded that China would help facilitate them.
