"It is crucial that Iran does not carry out any action that is inconsistent with or would violate Security Council resolutions, and thereby risk destabilizing the security of the region and increasing the threat of broader conflict", the statement read.
Haley did not specify what kind of action could be taken.
Haley's statement comes as the Trump administration is considering nixing the Iran nuclear deal unless substantial changes are made, and Haley said that the Security Council "doesn't help" proponents of the deal.
"Obviously this vote isn't going to make the decision on the nuclear deal. I told him over 65% of Shiites in Bahrain are being seriously discriminated against, and Hammond said he knows about the Shiite "minority" living in Bahrain", the Iranian official noted.
"That just validated a lot of what we already thought, which is Iran gets a pass for its risky and illegal behavior", Haley said.
Britain drafted the failed U.N. resolution in consultation with the United States and France.
The West and its regional allies have accused Iran of violating the United Nations arms ban on the militants in Yemen.
"In spite of a mountain of credible, independent evidence showing Iran violated the Yemen arms embargo, resulting in a series of attacks on civilian targets, Russian Federation prevented accountability and endangered the entire region". A second permanent member of the council, China abstained from the vote.
The UN experts, however, said they were unable to identify the supplier. Following the failed vote on the British draft, the council adopted a rival Russian draft that did not mention Iran and simply renewed the United Nations sanctions regime on Yemen for a year. "What we're trying, and have to do.is to actually make these points even clearer than in the past".
He proceeded to say that the aforementioned countries had been using the mechanisms of the UNSC to cover up the "war crimes" committed by Saudi Arabia and its allies in Yemen.
A Saudi-led coalition that intervened in Yemen's war in 2015 to try to restore its president to power has conducted frequent air strikes targeting Iran-aligned Houthi rebels and has often hit civilians, although denies ever doing so intentionally.
The UN panel that examined rocket fragments that had been recovered from Saudi Arabia found that they had markings showing that they had been manufactured in Iran.
