New Jersey Governor Phil Murphy says more than 80 percent of the gun crimes in New Jersey are committed with guns from out of state.

Cuomo and his Democratic counterparts said the coalition was necessary because of the inability of the federal government and Congress to effectively deal with the issue of gun violence. People may be disqualified from owning a firearm for several reasons, including an arrest warrant, order of protection, debilitating mental health condition, or criminal history. They also say they will be reaching out to other governors to try to expand that coalition.

The only way to combat gun violence is with "sane laws", said Connecticut Gov. Dannel Malloy Friday on CNN's "New Day." The four state fusion centers that will jointly share information under this agreement are the New York State Intelligence Center, the Connecticut Intelligence Center, New Jersey Regional Operations Intelligence Center, and the Rhode Island State Fusion Center.

In addition, the governors will designate institutes of higher education to create the Regional Gun Violence Research Consortium, described as the nation's first. The consortium will include researchers in the areas of criminal justice, public safety, public health, public policy and social welfare, according to the memorandum of understanding. That New York law requires universal background checks on gun purchases, increases penalties for illegal gun use, mandates life in prison without parole for killing a first responder, and bans assault weapons.

Democrats, including Sen. Chris Murphy, one of the Senate's strongest supporters of stricter gun laws, were wary. Following the tragedy at Sandy Hook, Democrats and Republicans came together in NY to pass the nation's strongest gun safety law in 2013.

Sam Tsemberis, a former director of New York City's involuntary hospitalization program for homeless and unsafe people, and now the chief executive of Pathways Housing First, which provides housing to the mentally ill, said that for people already vulnerable to feeling isolated and marginalized, putting so many of them on a list and then giving other states more medical information about them "is only going to exacerbate that condition".

The nationwide gun debate continues to rage.
