Oxfam scandal: Haiti official was sacked by charity over 'inappropriate behaviour'

One of the world's best-known and biggest disaster relief charities, Oxfam has been under fire since Britain's The Times newspaper reported on Friday that some Oxfam staff paid for sex with prostitutes in Haiti after the country's 2010 quake.

On Monday the deputy head of Oxfam resigned over what she said was the charity's failure to respond adequately to the allegations of sexual misconduct by some of its staff in Chad as well as in Haiti. "And I did not give her any money", he said, adding that he was however "deeply ashamed" of the incident.

Retired archbishop and Nobel laureate Desmond Tutu announced Thursday that he had quit his role as an ambassador for Oxfam.

In a tweet, Driver said how these allegations have "devastated" her. He said he had never visited a brothel or a nightclub in Haiti and that no evidence had ever suggested that Oxfam funds were used to finance sex parties or other excesses.

"I think now, for the thousands of people that volunteer, that donate to Oxfam, for their aid workers even today that are working in very hard circumstances around the world, he owes it to them basically to resign and enable Oxfam to look to the future, to focus on their core activities of poverty reduction and alleviating suffering...and I think that requires a change of leadership".

The statement in full: "We have identified that Gurpreet Singh who was one of those dismissed by Oxfam as a result of the sexual misconduct case in Haiti in 2011, was subsequently hired by Oxfam as a consultant In Ethiopia from October - December 2011".

The news comes as the Government said it is reviewing its relationship with Oxford-based Oxfam in the wake of sex allegations against some of the charity's staff. He did not name this person. A Oxfam spokeswoman declined to comment on his letter.

Oxfam has since described the decision to re-hire van Hauwemeiren as a "serious error" and is conducting an internal investigation into vetting and recruitment processes.

Haitian Justice Minister Heidi Fortune told Reuters on Wednesday he had asked Belgium for help in starting legal action against Van Hauwermeiren, without specifying which laws might have been broken. Belgium does not extradite its citizens to countries outside the European Union.

A DfID spokesman said: "We often work with organisations in chaotic and hard circumstances".

New information posted on the Office of the Scottish Charity Regulator's (OSCR) website says the Oxfam situation is particularly shocking "because the individuals involved have ultimately let down the very people the charity was meant to be helping and at one of the very worst times for that country".
