The House of Representatives narrowly passed the measure, hours after the bill was passed to them by the Senate. By the time the Senate passed the deal just before 2 a.m. the government had been officially shuttered for almost two hours.

From the beginning. The Senate had to move fast to pass the deal.

The shutdown could be brief.

"I urge Speaker Ryan to the Floor a one-day funding bill to keep the government open", Hoyer said in a statement. Like other conservatives, Paul said the budget agreement would pave the way for big spending and ballooning deficits, and he said he was willing to force a shutdown to draw attention to the problem. The agreement, negotiated by congressional leaders and released late Wednesday night, also includes billions of dollars in "emergency" funding that doesn't count against the spending caps.

In addition to the spending increases, the legislation makes structural reform to Medicare and makes cuts to Obamacare and eliminates the Affordable Care Act's Independent Payment Advisory Board.

That won over many Republicans, but some were furious over the $131 billion extra made available for non-military spending, including health and infrastructure.

Paul opposed the budget package, saying it will further add debt and fiscal deficit to the government.

People in both chambers prattled on to TV news political pundits about support for the far-reaching budget deal Paul was holding hostage on the Senate floor.

"Now we have Republicans hand in hand with Democrats offering us trillion-dollar deficits".

"I can't in all good honesty, in all good faith, just look the other way just because my party is now complicit in the deficits".

"But really, who's to blame?"

The GOP leadership denied him that vote, but - in exchange for a healthy serving of blame from both his colleagues and commentators - the junior senator got a chance to expose his party's hypocrisy. Rand Paul, who protested the budget-busting measure.

The shutdown in Washington came at a sensitive time for financial markets.

The S&P 500 slumped 3.8 per cent. Markets barely flinched at the last shutdown in January, but that was before a selloff that started on January 30 amid concerns about inflation and higher interest rates.

McConnell said the deal includes increases of nearly $300 billion for defence spending and domestic programs, $80 billion-plus in disaster relief and raises the debt ceiling.

House Minority Leader Nancy Pelosi said she would oppose the deal because it does not include protections for the Dreamers, young undocumented migrants brought to the USA as children. Liberals, including the Congressional Hispanic Caucus, were outraged that the proposal did not include any protection for "Dreamers", undocumented immigrants brought to the United States as children who face potential deportation on 5 March. Senate Republicans have promised to hold a separate debate on immigration this month.

The final vote was 240-186, with 167 Republicans and 73 Democrats voting for the legislation, while 67 Republicans and 119 Democrats voted against.

Kentucky GOP Sen. Rand Paul sparked the shutdown after blocking repeated attempts by GOP leaders to speed up a vote on the stopgap funding bill, which is attached to a huge bipartisan budget agreement.

"It provides what the Pentagon needs to restore our military's edge for years to come", said Ryan. "We are going to deliver our share of support".
