The conference in turn asks partner countries to devote 20 per cent of public expenditure to education - a level that can be particularly hard for countries battling jihadists or civil conflicts.

President Akufo-Addo left the country in the early hours of yesterday for a return trip to Senegal.

He will be accompanied by President Jim Yong Kim of the World Bank, which along with France is financing protective measures for the former capital of what was known until 1902 as French West Africa.
