UN Unanimously Approves Sanctions on North Korea in Response to Ballistic Missile Launch

The new sanctions approved in the council resolution include sharply cutting limits on North Korea's imports of refined oil, forcing all North Koreans working overseas to return home within 12 months, and cracking down on shipping to and from the country.

The resolution adopted by all 15 council members didn't go as far as the toughest-ever sanctions that have been sought by the Trump administration, such as prohibiting all oil imports and freezing worldwide assets of North Korea's government and its leader, Kim Jong Un.

"It sends the unambiguous message to Pyongyang that further defiance will invite further punishments and isolation", Nikki Haley, the U.S. ambassador to the United Nations, said after the 15-0 vote. "The case of North Korea is getting more serious with each passing day". The United States stations 28,500 troops in the South, a legacy of the 1950-53 Korean War.

Trump, however, has taken a much stronger stance against North Korea, demanding a complete denuclearization of the regime.

North Korea has received several sanctions in the past over its nuclear and missile program.

The most recent North Korean missile test was on September 14, when North Korea launched an intermediate-range missile over Japan into the Pacific Ocean.

He said the new sanctions were likely to have a significant impact on its core industries of machinery, chemicals and military equipment.

While denouncing North Korea's "unacceptable" nuclear and missile programs as well as the "tremendous risks" posed by its unannounced launches, Safronkov urged the "establishment of an atmosphere of trust among states in the region" through the de-escalation of military activity by multiple parties.

In September, the Security Council voted to impose fresh sanctions on North Korea after it conducted its sixth nuclear test.

"The US proposal to cut off oil supplies and [be allowed to] board North Korean ships on the high seas could have pushed Pyongyang into a corner [and] threatened the livelihoods of its people and the stability of the country and Northeast Asia", he said. "I congratulate the United States on this diplomatic achievement and we join them in leaving no stone unturned in pursuit of a diplomatic solution", said Matthew Rycroft.

China's Ministry of Commerce said through a statement that it was giving North Korean companies 120 days to close.

Trump Administration officials have continued to suggest military means are their preferred choice to anything, except for a total North Korea surrender.

To try to reduce smuggling and ship-to-ship transfers of North Korean coal and other banned goods, the measure says countries can "seize, inspect, freeze (impound) any vessel in their ports" if there are grounds to believe the vessel was used to transport banned items.

Others, however, were less confident that the latest United Nations sanctions would be any more effective than earlier ones in curbing Pyongyang's nuclear ambitions, or reducing the likelihood of military conflict.
