The IOC will invite individual athletes from the country to compete as neutrals at Pyeongchang Games.

Thomas Bach, the president of the IOC, has said he was perturbed not only by Russia's widespread cheating but by how it had been accomplished: by corrupting the Olympic laboratory that handled drug testing at the games, and on orders from Russia's own Olympic officials.

The absence of Russian athletes would sap many events of top competitors.

That will raise questions as to whether Mutko can continue in his role as head of the organizing committee for the 2018 football World Cup, which Russian Federation will host.

Moscow has denied any state involvement in the doping of Russian athletes. Russian President Vladimir Putin has previously said it would be humiliating to compete without national symbols.

The IOC's executive committee announced in a statement that it was barring Russia's national Olympic committee from the Winter Games in Pyeongchang, South Korea. But they will have to compete under the title of "Olympic Athlete from Russia (OAR)".

The IOC also heard from a large Russian delegation, led by the former KGB agent Vitaly Smirnov - a long-time IOC member and a major sports administrator dating back to the Soviet era - as well as the brilliant 18-year-old skater Evgenia Medvedeva, the double-world champion who has not been beaten for two years.

The commission based its findings on an independent report by Canadian lawyer Richard McLaren that was commissioned by the World Anti-Doping Agency and published previous year.

"We intend to defend the interests of our athletes, of the Russian Federation, to remain committed to the ideals of Olympism and preserve all ties with the International Olympic Committee, and through these ties the problems that have arisen will be resolved", Peskov told reporters on a conference call. In the 2014 Winter Games in the Black Sea resort of Sochi, Russia led the medal count, with 33 overall and 13 golds. Some Russian officials have threatened to boycott if the International Olympic Committee delivered such a severe punishment.

International Olympic Committee president Thomas Bach, who won two gold medals in fencing for West Germany during the 1970s, was disturbed with what was uncovered.

The Russian doping scandal has hit world sport and the country itself hard, as medal after medal has been stripped from the hosts of the 2014 Sochi Winter Olympics.
