EPA Administrator Scott Pruitt will end Obama policy regulating greenhouse gas emissions

Green groups criticized Monday's announcement and praised the plan, a collection of emissions standards for USA states that the Obama administration imposed to reduce pollution from power plants - the largest emitters of greenhouse gases - by 32 percent below 2005 levels by 2030.

Scott Pruitt will sign a proposal tomorrow that would eliminate the Obama administration's signature climate change rule, the U.S. EPA administrator said today during a speech in Hazard, Ky.

He continued: "That rule really was about picking winners and losers".

On Monday, a link that formerly went to an EPA webpage describing what the Clean Power Plan was now redirects to a page titled "Energy Independence".

Withdrawing from the Clean Power Plan is largely viewed as just the latest in the Trump administration's multi-pronged attempts to dismantle Obama's legacy on fighting climate change.

It was not immediately clear if Pruitt would seek to issue a new rule without congressional approval, which Republicans had criticized the Obama administration for doing.

However, the Clean Power Plan has essentially been on hold since February 2016, when the US Supreme Court halted its implementation until courts could decide whether it was legally valid. Utilities shelved coal projects in preparation of the rule, and coal-fired facilities were scheduled to shut down because it would be virtually impossible for them to comply with the emissions mandates and remain financially viable.

Trump, Pruitt and Energy Secretary Rick Perry deny the consensus among climate scientists that carbon dioxide emissions from human activity are the primary cause of global warming. Supporters of the Clean Power Plan will be looking for ways to challenge the Trump administration's moves in court.

The EPA is expected to declare that the Obama-era rule exceeded federal law by setting emissions standards that power plants could not reasonably meet. Pruitt sued the EPA 13 other times in his capacity as Oklahoma's attorney general for the agency's efforts to regulate mercury, smog and other forms of pollution.

The Clean Power Plan, created by executive order in 2015, is the key component of the U.S.'s Paris Agreement pledge to combat climate change. Almost 200 countries have committed to combat global warming by reducing carbon dioxide and other greenhouse gases that contribute to global warming. "I'll be signing a proposed rule to withdraw the so-called "Clean Power Plan" of the past administration and thus begin the effort to withdraw that rule".
