Chinese earthquake officials said the magnitude 3.4 quake detected on Saturday was a "suspected explosion" but both the CTBTO, which monitors nuclear tests, and a South Korean meteorological agency official said they believed it was a natural quake.

North Korea's weakest nuclear test, the first one conducted in 2006, generated a magnitude 4.3 quake.

North Korea also launched two intercontinental ballistic missiles (ICBMs) in July that appeared to bring much of the United States mainland into range.

Asked ahead of a lunch meeting with the leaders of Japan and South Korea if diplomacy was still possible, Trump nodded and said, "Why not?"

Beijing's appeal came as a war of words between Donald Trump and Kim Jong-Un escalated, with the young North Korean leader calling the 71-year-old American president a "mentally deranged United States dotard".

The Sept. 3 detonation followed two intercontinental ballistic missile launches in July that brought Kim Jong Un's isolated regime a step closer to achieving its aim of being able to deploy a nuclear warhead over the continental U.S.

European Union ambassadors have reached an initial agreement to impose more economic sanctions on North Korea, going beyond the latest round of United Nations measures, officials and diplomats said on Thursday.

North Korea's foreign minister likened Trump to a "barking dog" in response.

North Korea detonated its sixth and most powerful nuclear weapon earlier this month at its underground Punggye-ri site northeast of Pyongyang, causing a quake with a magnitude of around 6.3.

Miyagi also said funds for maintaining emergency shelters ran out after the Cold War ended.

China's Ministry of Commerce said Saturday it would limit refined petroleum exports starting October 1 and ban the import of North Korean textiles immediately.

"There is still hope for peace and we must not give up. Parties should meet each other half way, by addressing each other's legitimate concerns".

There have been so many rounds of sanctions against North Korea that it can be hard to keep track.
