California Legislature approves 'sanctuary state' bill

After long negotiations Gov. Jerry Brown and state Senate leader Kevin de León came to a compromise on the

California lawmakers are preparing to vote on a "sanctuary state" bill that would expand protections for people living in the country illegally who come into contact with law enforcement.

The changes allowed state and local law enforcement to communicate with federal immigration authorities if a person has been convicted of certain crimes.

The bill passed the Assembly by a vote of 51-26, and then the Senate by 27-11.

Shortly after Trump won election last fall, de León's staff invited several immigration lawyers to join a conference call and asked them to bring ideas that were considered politically infeasible under the Obama administration back to the table in California. Jerry Brown. Brown has until October 15 to sign or veto legislation.

With more than a dozen bills in this year's housing "package" now on their way to the governor's desk, the state Legislature has taken the first and most important step toward addressing California's housing crisis: Recognizing the scope of the problem-and beginning the hard work of developing solutions on the scale needed to solve it.

"These amendments do not mean to erode the core mission of this measure, which is to protect hardworking families that have contributed greatly to our culture and the economy", he said. It also prohibits law enforcement officials from being deputized as immigration agents or arresting people on civil immigration warrants.

The California Police Chiefs Association is neutral on the bill, but the California State Sheriffs' Association opposes it.

The bill will prevent local police from becoming "cogs in the Trump deportation machine", de Leon said.

More updates to follow on the passage of Senate Bill 54. The Sheriffs' Association said the revised bill still went too far and could endanger public safety.

"In my view this bill's going to make us less safe", said Assemblyman Jordan Cunningham, R-Templeton.

Earlier Friday, a federal judge in Chicago ruled against the Trump administration and an order issued by Attorney General Jeff Sessions requiring so-called sanctuary cities to cooperate with immigration agents in order to get federal funding in the form of public safety grants.

"It's a purposeful positioning", said political analyst Sherry Bebitch Jeffe, a senior fellow at the University of Southern California.
