The Supreme Court temporarily upholds Donald Trump's travel ban

The decision affects 24,000 refugees, who the Supreme Court agreed did not qualify for the definition of a "bona fide relationship" simply by receiving a formal assurance from a resettlement agency.

In a ruling last week, the 9th US Circuit Court of Appeals said grandparents, aunts, uncles and cousins of legal US residents would be exempt from the travel ban. Since June 26, Trump's administration got only a partial implementation from the E.O except for people who had bona fide relationships with people or organizations in the US.

The 50,000 figure was less than half the 110,000 refugees former President Barack Obama recommended for admission in 2016. Since the law was enacted, the annual quota for worldwide refugee resettlement int the US has averaged 94,000, according to State Department figures.

President Trump issued a second order after the first was challenged by liberal activists, rewriting it to address the concerns in the liberal court's rulings. The prevalent case emanates out of Supreme Court ruling in June that endorsed a limited version of Presidential instruction that momentarily blocked fugitives and citizens of six majority-Muslim countries. That broader question, on the merits of the Trump order, is scheduled to be taken up by the Justices on October 10, after the court's new term had opened on October 2.

According to a Bloomberg report, the Supreme Court will hear arguments about the ban as a whole.

Last month, the justices said additional relatives deserved entry, but not additional refugees, leaving the appeals court in California to sort out the details. The Ninth Circuit had disagreed, reasoning that an agreement to settle a refugee clearly forges a connection between an American organisation and a foreigner seeking refuge. Trump has until October 1 to consult with Congress and make a decision on the final number.

The Justice Department's high court filing Monday follows an appeals court ruling last week that would allow refugees to enter the United States if a resettlement agency in the USA had agreed to take them in.

Within hours, Justice Kennedy granted the request, staying the Ninth Circuit's decision from going into effect and ordering Hawaii to file a response by noon on Tuesday.
