Addressing a law enforcement audience Friday in Long Island's Suffolk County, Trump spoke dismissively of officers who protect the heads of handcuffed suspects while putting them in patrol cars.

Trump then advised arresting officers to not assist suspects when they're ducking their heads to get inside the back of the cop auto.

He went on: "Like, when you guys put somebody in the auto and you're protecting their head, you know, the way you put your hand over" their head.

"President Trump's visit to Suffolk County is a cynical ploy to capitalize on recent headlines, cast aspersions on entire communities and push his anti-immigrant agenda", New York Civil Liberties Union Executive Director Donna Lieberman said in a statement.

Speaking to a group of officers in Brentwood, New York, Trump vowed to "destroy the vile criminal cartel MS-13", whose members he referred to as "animals". Those constraints, however, have been lifted by the Trump administration; the president endeavored to rally the troops: "And I want to just tell you all together, right now, the reason I came - this is the most important sentence to me: On behalf of the American people, I want to say, thank you". "If you begin to play judge and jury and allow people to get hurt, through your negligence or through your intentions, you are violating the law and you're no bigger than the people that are out there breaking the law intentionally".

"For these reasons, law enforcement agencies develop policies and procedures, as well as conduct extensive training, to ensure that any use of force is carefully applied and objectively reasonable considering the situation confronted by the officers", the Virginia-based association said in its statement. Those comments also received a lengthy applause. "I said please don't be too nice". "And we're backing you 100 percent".

Since taking office in January, President Trump has taken to Twitter a few times to share his thoughts about violence in Chicago and he made a decision to address the issue during his speech.

"Police can not treat every community like an invading army, and encouraging violence by police is irresponsible and reprehensible", Zeke Johnson, senior director of programs at the United States chapter of Amnesty International, told HuffPost.

Trump's comments about the treatment of people in police custody resurrected memories of Freddie Gray, a 25-year-old Baltimore man who was shackled but alive when he was put into a Baltimore police van in April 2015. "We can not accept this violence one day more". We call on the president to immediately and unequivocally condemn police brutality.

All but a few of those charged in the deaths were citizens of El Salvador or Honduras who entered the US illegally, according to law enforcement officials.
