Some lawmakers questioned Speaker Pantaleon Alvarez's proposal to extend martial law to 2022, saying the Davao del Norte 1st District representative should not be preempting the President. Joseph Victor Ejercito last week separately called on security officials to give another closed-door briefing this week to help the senators make a decision in the event that Duterte seeks an extension of martial law.

The military, on Friday, said they will submit to President Rodrigo Duterte as early as this week its recommendations whether to extend the martial law or not.

"The Department of National Defense and the Armed Forces will make recommendations, but the [final] decision will come from the political leadership, which holds a wider array of considerations".

Alvarez said he is ready to marshal his fellow legislators for the goal of extending martial law "in order to give this administration enough time to resolve the problem of terrorism in Mindanao".

Kabayan Party-list Rep. Harry Roque said if the President would decide to extend martial law in the south, he hoped it wouldn't be for long because he said it would not be good for the country's image.

As to Speaker Alvarez's basis in proposing for an extension, Padilla said he might have information at hand not privy to the military. These include leaders of the Maute group and Abu Sayyaf senior leader Isnilon Hapilon.

Martial law was declared in Mindanao on May 23 as fighting broke out between government troops and the local terror group ISIS-linked Maute in Marawi City.

"The all-out disregard of Duterte-AFP for the lives and property has succeeded further in igniting widespread and determined armed resistance by various Moro groups", said the statement. "Their network extends throughout Mindanao".

Meanwhile, 1,722 civilians who were held hostage or trapped in the main battle were either rescued or brought out of harms way. There were 39 civilians they have mercilessly killed or executed.

The AFP engineering units will construct projects in conflict-affected areas or places which civilian construction companies can not penetrate.
