They say the issue is not Trump himself, but the stand-off inside the US political system which, they say, means the USA president is liable to be attacked by domestic opponents if he makes any overtures towards Russian Federation.

Several congressional committee as well as the FBI are investigating Russia's role in the election and any alleged collusion by Trump's campaign.

The meeting comes amid heightened tensions between the USA and Russia over the situations in Ukraine and Syria, and with Trump casting new scrutiny on his predecessor, President Barack Obama, for not doing enough to counter Russian election meddling.

Trump has long played down reports of Russian meddling, but he seized on recent reports about former president Barack Obama's cautious reaction to election interference a year ago to attack Obama for a timorous response.

But major disagreements remain over Ukraine and Syria, and Trump said in April that U.S-Russian relations "may be at an all-time low".

Allegations that Russian Federation interfered in the US presidential election previous year and colluded with the Republican's campaign have overshadowed the businessman's unexpected victory and dogged his first five months in office.

At the same conference, Deputy Foreign Minister Sergey Ryabkov said that Russian Federation was applying "significant effort" to restarting the strategic dialogue with the U.S. concerning a vast spectrum of issues. The meeting will also come as Congress considers legislation that would impose economic penalties against Russian Federation and Iran, legislation that has stalled after it cleared the Senate.

Lavrov said the most important topic of potential discussion during the meeting would encompass the normalization of relations between the two nations, and that efforts to find a peaceful solution to the conflict in Syria would play a prominent role in that conversation.

"Our relationship with Russian Federation really isn't different", added McMaster, who did note that Trump would discuss "irritants" with Putin when the pair finally meets next week in Germany. First of all, Russophobic sentiments are harmful to the U.S. itself. The G20 summit in Hamburg is a logical venue and reason for both world leaders to talk.

General H.R. McMaster, the White House national security adviser, told reporters on June 29 that there was "no specific agenda" for the meeting with Putin.

It will be Trump's second trip overseas as president following his initial foray to the Middle East and Europe in May.
