Coverage for pre-existing conditions did not die in Congress last night

The Republican measure, the first step toward repealing President Obama's landmark 2010 health care law, passed the full House 227 to 198 in a vote Friday afternoon.

The budget resolution the Senate is expected to vote on as early as Thursday calls for a replacement plan to be delivered to the White House by January 27.

The ACA repeal has become one of the top priorities for the Republican-led government since the election of President-elect Donald Trump.

Sen. Rand Paul (R-KY), a medical doctor, broke ranks with fellow Republicans to vote against the resolution over concerns that Republicans did not yet have a replacement plan. Sen. The president-elect called for both the repeal and replace efforts to take place at virtually the same time, something Congress is unlikely to be able to do because of lawmaking rules and almost-total Democratic opposition to abandoning the current law. All 20 amendments the Senate voted on Wednesday night, most offered by Democrats on popular aspects of the health care law and protecting Medicaid, failed. If Republicans are unable to put in place a substitute, millions of Americans who receive healthcare under Obamacare may be at risk of losing coverage.

Republicans have been rushing to undo President Obama's signature health legislation even though they still haven't said what should come next. The non-binding resolution passed the Senate, 51-48 and instructs key Senate and House committees to begin the repeal process.

The Republicans control 52 of the Senate's 100 seats.

According to Collins, Republicans are working to create a replacement plan, but he says negotiations have stalled because the party can't agree on one plan.

But Republicans are not close to having a replacement plan ready, and don't expect to vote on a budget reconciliation bill that would repeal major portions of Obamacare until late February or March.

It's also not clear that there will ultimately be one comprehensive "replacement" bill - in fact, GOP leaders are now weighing various legislative paths to incrementally replace what they roll back. Calling the vote "shocking", "immoral," and "shameful", they warned of the possible consequences of repealing Obamacare with no replacement, stating that millions of Americans could lose their insurance. The Democrats argue the law has helped slow the growth in healthcare spending and brought health care coverage to the poor.
