Montreal passes controversial pit bull ban

Bless an American Pit Bull Terrier is treated to a free grooming session by Anna Maria Ranieri at Pampered Pets in Montreal Sunday

"I saw blood, and the dog was still attacking her".

The city had originally meant to update its legislation concerning unsafe dogs by 2018, but plans were accelerated following the mauling death of 55-year-old Christiane Vadnais.

Veterinarians say they have no obligation to put down healthy animals.

Vadnais's family demanded a response. Across from Montreal City Hall, dog owners spoke out intent on defending a breed labeled risky here. Ferrandez then pointed out that Canadian cities that had similar bans, such as Ottawa and Toronto, are lifting the bans after they failed.

City councillors in Montreal just signed a death warrant for thousands of dogs in the Canadian city. The tragedy spurred the city to action.

According to the City of Montreal, 4.6% of the 31,000 dogs registered in September 27 are pit bulls.

Why is Montreal against pit bulls?

Animal rights advocates are asking the city council to review its decision before the bylaw goes into effect.

Current owners of pit bulls will have restrictions placed on how they handle their dogs, as well.

Like most ill-advised legislation, Montreal's pit bull vote was fueled by emotion, not facts.

Pit bulls will have to be muzzled outdoors and kept on a short leash with few exceptions.

"The vast majority of them want me to take concrete measures".

In 2006, dog warden Tom Skeldon testified in a lawsuit challenging breed-specific legislation in OH as unconstitutional. Among laws that concern animals, these are some of the most disputed, with emotions running high on both sides of the debate.

The singer also wrote in a message posted Wednesday and shared more than 3,000 times that there are "many wonderful pit bull and pit bull mixes out there" and also vicious dogs of other breeds.

Gaillard told Radio-Canada in an interview that determining whether a dog is a pit bull-type is practically impossible when it comes to mixed-breed dogs.

If owners don't follow the rules, their dog can be euthanized. The problem lies in the owner, opponents say, not the breed, and if one breed is banned, bad owners will simply switch breeds. The Obama administration echoed the CDC's position in 2013.

A 2015 story by Oregon Live found that, after a decade-long trend of pit bull bans, municipalities were moving in the opposite direction and focusing on dog behavior, not pedigree.

In Montreal, animal advocacy groups were swift to criticize the new bylaw. "In fact, no jurisdiction has been able to prove that public safety has been improved thanks to this kind of legislation".

The Montreal Society for the Prevention of Cruelty to Animals said that almost one-third of the 2,000 dogs it takes in every year could fall under the law.

The SPCA alleges the sections that specifically target pit bulls are discriminatory and contrary to Quebec's animal-welfare laws.

According to CBC, the bill, which was original supposed to come to a vote in 2018, was moved up after a woman was fatally attacked by a dog in Montreal. Failing to secure a permit could allow the city to cease and euthanize the pit bull. A common criticism of breed-specific legislation is that a DNA test, not visual identification, is the best way to accurately determine a dog's breed or inheritance. Unsafe dogs are those that have killed someone or are deemed risky by an expert.
